Should my brother be my best man or even a groomsman?

My brother is 13 years older than me and was out of the house by the time I was 5. While growing up he lived in another part of the country so he was only home during holidays therefore we were never extremely close. We now live in the same state and have gotten closer but it's still tough since we had so many years where we didn't keep in touch. My family thinks he should be my best man but I wasn't even sure if he should be in my wedding party at all,,,,what do you think? I think my options are 4 friends or my brother, brother in law and 2 friends. I look forward to your feedback. Thanks.
